The Community Assistance Program – State Support Services Element (CAP- SSSE) program provides funding to states to provide technical assistance to communities in the National Flood Insurance Program (NFIP) and to evaluate community performance in implementing NFIP floodplain management activities.
The CAP-SSSE cooperative agreement funds eligible activities to enable state NFIP coordinating agencies to meet the provisions set forth and the goals and performance expectations of the funding agency: FEMA and the NFIP.

- Goal 1: Grow local capacity and capability to improve resiliency through floodplain management
- Goal 2: Build state floodplain management capability and promote strong state interagency coordination and collaboration
- Goal 3: Promote the benefits and drive demand for strong floodplain management development standards and insurance

- CAP-SSSE Transformation efforts (2017-2023)
- CAP-SSSE implemented a series of transformative program changes to better incentivize and invest in state capability growth. While the transformation is coming to a close, states are expected to adhere to the guidance and business processes set forth by the CAP-SSSE transformation, as CAPSSSE shifts to a steady-state. This includes:
- CAP-SSSE Tiered State Framework (TSF)
- CAP-SSSE Funding Methodology and Tools
- Substantial Damage/Substantial Improvement Compliance
- State Development Compliance
- NFIP Compliance Community Audit Redesign
