Under the United States American Rescue Plan Act (ARPA) of 2021, the City of Portland is issued $46,290,625 in recovery funds to replace lost revenues and respond to the COVID-19 pandemic. The payment is split into two tranches, with the first payment of $23,145,326 received in May 2021 and the second payment of an equal amount arrived in May 2022.
This will include a sequence of participatory activities to engage stakeholders within the City on American Rescue Plan funding. Survey #2 has been released and a public health survey along with a business community survey will be forthcoming. Additional step in the participatory process will be discussed at Finance Committee meeting during Summer 2022 and posted here once finalized.
Project Prioritization
The City Council will place emphasis on eligible projects which address their shared goals, which include:
- Reduce homelessness and assist people experiencing homelessness
- Increase access to safe and affordable housing
- Adopt a budget that balances needs of taxpayers, small businesses and the ability for City staff to work and provide services
- Improve Equity, Inclusion and Diversity
- Advance climate change and sustainability efforts through educational opportunities, neighborhood-based adoptable projects, and recognition of the citywide solutions for vulnerable populations.
There is approximately $11.2M in American Rescue Plan Act funding that is anticipated to be available to businesses, nonprofits, and governmental entities in their second tranche funding process.
