Types of Programs
- Community Development Block Grant Program — (CDBG)
- The Community Development Block Grant Program Is authorized under Title I of the Housing and Community Development Act of 1974, as amended. The cow program grew out of the consolidation of eight categorical programs under which communities competed nationally for funds. Local governments participate in either the Entitlement Program (for cities over 50,000 in population or urban counties with more than 200,000 people).
- HOME Investment Partnership Program (Community Housing Development Organizations Only) — (HOME)
- HOME Infill Partnership Program (HOME) HOME is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. HOME funds are awarded annually to entitlement participating jurisdictions. The program allows Garland to use HOME funds for grants, direct loans, and housing development.
- Emergency Solutions Grant Program — (ESG)
- Emergency Solutions Grant Program (ESG) The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act) amended the Emergency Shelter Grant Program on January 4, 2012. The program’s sole focus is to address the needs of homeless people in emergency or transitional shelters to assist people in quickly regaining stability in permanent housing after experiencing a housing crisis and/or homelessness.
- HOME American Rescue Plan Program — (HOME-ARP)
- HOME American Rescue Plan Program (HOME-ARP) The HOME-ARP Partnership Program provides funding to participating jurisdictions to reduce homelessness and increase housing stability in Garland. HOME-ARP Programs must assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homeless and increase housing stability. Garland has adopted to provide funding for Supportive Sevices and the Production of Affordable housing. This is a onetime allocation of funding.

Eligible Activities
- CDBG Public Services
- These are social service activities in the community that benefit low-income citizens and may include but are not limited to, services related to employment, childcare, health, drug abuse, prevention and counseling, and energy conservation. Examples of eligible public service programs include rental assistance, youth summer programs, medical clinics, mental health, elderly services, after-school programs, and food assistance programs.
- HOME Eligible Activities
- HOME is only used for the development of new single-family housing in Garland. Entities that are certified as Community Development Housing Organizations may apply for the available CHDO funding the City is required to provide.
- ESG Eligible Activies
- ESG provides services and shelter primarily to homeless people located in Garland. Programs eligible for funding are Homeless Shelter Programs, Street Outreach Programs, Rental Assistance with ongoing Case Management Programs, and programs serving Domestic Violence populations.
- HOMF-ARP Eligible Activities
- This is a one-time source of funding. Activities must benefit clients with incomes no more than 30% of the Dallas County Median Income Limit. Because of the complex nature of the program, the City will give preference to applications that have administered ESG programs currently or in the past and/or entities that are in the business of providing and managing homeless shelters or rental housing units for homeless persons.
Eligibility Criteria
Non-profit organizations that deliver services to low-income clients within the City of Garland may apply for COBG, HOME, HOME-ARP, and ESG funding through the City of Garland’s Community Development Department. Each nonprofit must have an IRS-granted status at the time of application to receive funding through the City of Garland.
