The ESG Program is designed to provide housing or service resources with the goal of stable housing outcomes for eligible persons, as defined by the U.S. Department of Housing and Urban Development (HUD).
The ESG Program provides street outreach, emergency shelter, rapid re-housing, homelessness prevention, and related services to persons experiencing homelessness or in danger of becoming homeless throughout the state. Sub-awards are provided to local government entities and non-profit organizations utilizing State Housing Trust Fund for the Homeless Commission (HTF) and Federal HUD ESG funds. These agencies then deliver program services at the local level. This program is principally designed to operate within a continuum of assistance that enables individuals and families who are experiencing homelessness or at risk of homelessness to move toward housing sustainability. We do not fund individuals or households.
Funding Information
DCA will make minimum grant awards of $30,000 for all eligible activities except Emergency Shelter, Supportive Services, HMIS, and Hotel/Motel Voucher.
Maximum grant amounts are as follows:
- Emergency Shelter – $70,000 per project
- Street Outreach – $50,000
- Supportive Services – $30,000
- Homelessness Prevention – No Limit
- Short- and Medium-Term Rental Assistance and Stabilization Services – average costs per family/household will vary by region according to rent reasonableness and fair market rents for the area and approval by DCA.
- Rapid Re-Housing – No Limit
- Short- and Medium-Term Rental Assistance and Stabilization Services – average costs per family/household will vary by region according to rent reasonableness and fair market rents for the area and approval by DCA.
- Hotel/Motel Voucher – $20,000
- HMIS – $40,000.
Grant Period
Most contracts will be awarded according to the current Federal Fiscal Year, from October 1, 2024 through September 30, 2025.
Eligible Applicants
Local units of government are eligible to apply. To the extent determined under State law by HTF and DCA, private, secular or faith-based nonprofit organizations are also eligible to apply for funds. Nonprofit organizations must demonstrate collaboration with local mainstream service providers and local homeless provider groups. Applicants are expected to participate in continuum of care planning appropriate to the jurisdiction where their activities are located to the satisfaction of those jurisdiction(s).
