The City of San Mateo is accepting applications to support community members who experienced financial impacts and damage from the New Year’s Eve series of extreme storms by providing $150,000 toward the City’s new Winter Storm Damage Relief Fund.

City of San Mateo residents, businesses and property owners that experienced damage due to the extreme storms between Dec. 31, 2022 to Jan. 12, 2023 can now apply for up to $5,000 in assistance for expenses not already covered by insurance or other sources.
Funding Information
Tier 1 – up to $1,000
Eligible expenses under Tier 1 include:
- Repair or replacement of personal property.
- Repair or replacement of business property and/or inventory.
- Costs incurred for temporary displacement, including but not limited to: hotel, rental car, and meal expenses.
Tier 2– up to $25,000
Eligible expenses under Tier 2 include: anything in Tier 1, plus
- Repairs and clean up of minor damage, no permit required; examples include:
- Removing and disposing damaged contents, carpeting, drywall, insulation, etc.
- Mold remediation, hosing, scrubbing, or cleaning floors, walls, ductwork; removing debris in flooded areas.
- Painting, flooring, carpeting, tiling, and other finishes as a result of flood damage.
- Fences and landscape, mud slide clean up and repairs.
- Covering holes in roofs or walls and covering windows to prevent weather from inflicting further damage.
- Making the building safe to enter by removing sagging ceilings, shoring up broken foundations, and other work.
- Repairs of minor damage that require a permit; express permit can be issued over-the-counter and no plans are required, however, inspections are; examples include:
- Replacing/repairing damaged water heaters, AC units, furnaces.
- Replacing/repairing damaged roofing, wallboard, siding, stucco, paneling, cabinets, flooring, deck planks, driveway repairs.
- Replacing/repairing damaged windows, doors, and skylights.
- Replacing/repairing damaged electrical systems, plumbing, and HVAC ducts in crawl spaces.
Tier 3- up to $5,000
Eligible expenses under Tier 3 include: anything in Tiers 1 or 2 plus:
- Repairs of major damage that require a building permit, plans and structural review, and inspections; examples include:
- Structural alterations such as replacing/repairing floor framing, wall studs, deck framing and roof framing as a result of winter storm damage.
- Foundation work such as replacing/repairing damaged concrete footings, retaining walls, basements, and concrete piers.
- Substantially damaged buildings with damage more than 50% of market value of existing structure. Buildings in this category need to comply with San Mateo Municipal Code section 23.33 (Floodplain Management).
Eligibility for Residents
- Open to City of San Mateo residents (including property owners or tenants) with proof of residency (such as utility bill, property tax bill etc.)
- Only one application is allowed per household.
Eligibility for Business
- Open to businesses located in the City of San Mateo residents with proof of business (such as business license, rental agreement, utility bill, or other bill with business’ name and address)
- Only one application is allowed per business.
