This initiative was conceived to ensure every North Carolinian had the chance to engage with high-quality arts experiences. Through this program, arts funding reaches all 100 counties in the state, with distributions mainly managed by local arts councils based on a per capita formula.
Examples of arts programs that are commonly funded with Grassroots funds include: performances; festivals; art exhibitions; arts camps and after-school programs; artist residencies for schools; artist fees for classes and workshops; website development; marketing expenses for art programs; royalties, props, sets, and costumes for theatre performances; equipment rentals.
Grassroots funds may not be used for food and beverage and fundraisers; however, the organization’s expenses for those items can be counted toward the required cash match.
Grant proposals are evaluated by the Grassroots Review Panel who makes recommendations to the full board of directors. Proposals are rated on:
- Artistic quality of proposed project or programs
- Community impact of project or programs
- Ability to plan and implement project
- Stability and fiscal responsibility of the organization
