The purpose of this request is to ask for proposals from youth-serving agencies in the following youth-specific program areas:
- Prevention Services:
- Outreach and/or Drop-in Services
- Early & Crisis Intervention Housing:
- Shelter Programming
- Host Home Programming
- Medium-Term Housing:
- Transitional Living Programming
- Host Home Programming
- Other Services:
- Culturally-Specific Programming
- Mental Health Supports
- Substance Abuse Supports
Funding Information
Grant awards and amounts are at least partially contingent on the final program budget. Under this RFGA the estimated available grant funding is $4.1 million for the period of July 1, 2023 through June 30, 2025. ODHS reserves the right to adjust the number and dollar amount of awards, depending on budget availability and the results from the evaluation of the proposals received.
Criteria
The request invites all entities currently supporting unaccompanied YEH or youth at-risk of homelessness to apply. Applicants who desire to create or expand programming to serve YEH will also be considered. Applicants must be able to clearly explain their roles and responsibilities within their community and how they intend to support youth. Applications may propose subgrants with other agencies.
Proposal Evaluation & Selection:Â
- Proposals will be reviewed upon closing of this opportunity. Evaluators will consist of program staff, program partners, and youth with lived experience. The review panel members may change, and YEHP may have additional or fewer review panel members.
- Evaluators will consider all proposals independently and convene to discuss and arrive at mutually agreed upon decisions. Though there is a desire to fund selected proposals at full capacity, modifications may need to be made depending on the total amount of funding requested, as well as formal determination of program budget following the 2023 Oregon Legislative Session.
- Selected and non-selected applicants will be contacted via email in April 2023 to be notified about the award process. Non-selected applicants will not be given access to their scores.
