The Fiscal Year (FY) 2022 Nonprofit Security Grant Program (NSGP) is one of three grant programs that support DHS/FEMA’s focus on enhancing the ability of state, local, tribal, and territorial governments, as well as nonprofits, to prevent, protect against, prepare for, and respond to terrorist attacks.
The objective of the FY 2022 NSGP is to provide funding for physical and cyber security enhancements and other security-related activities to nonprofit organizations that are at high risk of a terrorist attack. The NSGP also seeks to integrate the preparedness activities of nonprofit organizations with broader state and local preparedness efforts.
Priority
In assessing the national risk profile for FY 2022, one area attracts the most concern under the Non-Profit Security Grant Program:

- Subtotal for NSGP-UA: $125,000,000
- Subtotal for NSGP-S: $125,000,000
- Subtotal for CPF: $150,000
- Period of Performance: 36 months
- For NSGP-UA and NSGP-S, nonprofit subapplicants with one site may apply for up to $150,000 for that site. Nonprofit subapplicants with multiple sites may apply for up to $150,000 per site for up to three sites, for a maximum of $450,000 per subapplicant.
Eligibility Criteria
- Eligible 501(c)(3) nonprofit organizations must utilize funding for the purchase and installation of security equipment on property owned or leased by the nonprofit organization. Equipment is limited to select items contained within categories 14 and 15 on the Federal Emergency Management Agency’s Authorized Equipment List, which includes CCTV, card access readers, blast film, lighting, fencing, bollards, etc. Further, applicants may pursue investments in the areas of training, exercise, and planning that grow preparedness measures. This program also allows the hiring of security personnel with certain restrictions/requirements.
- This federal program consists of two grant funding opportunities based on the applicant’s geographic location as described below:
- NSGP – Urban Area (NSGP-UA): This program is limited to nonprofit organizations located within designated areas of New Jersey (Bergen, Essex, Hudson, Hunterdon, Middlesex, Morris, Monmouth, Ocean, Passaic, Somerset, Sussex, and Union counties).
- NSGP – State (NSGP-S): This program is limited to nonprofit organizations located within designated areas of New Jersey (Atlantic, Burlington, Camden, Cape May, Cumberland, Gloucester, Mercer, Salem, and Warren counties). As a condition of accepted funds, the nonprofit organization must complete the Environmental and Historical Preservation Screening Form, which the federal government requires.
