The population of this RFA is high need Medicaid beneficiaries, but within that population there are disparities that agencies can address. Based on the Medicaid and CHIP Payment and Access Commission (MACPAC) Fact Sheet, more than half (61.1 percent) of the program’s 73 million US beneficiaries identify as Black, Hispanic, Asian American, or another non-White race or ethnicity (MACPAC 2020a). Per the Kaiser Family Foundation, Black and Native Hawaiian and Other Pacific Islanders have the two highest percentages of Medicaid/Other Public health coverage of nonelderly adults. Based on NYS Medicaid Member Demographic Information for calendar year 2021, White individuals made up 32% of the Medicaid population and 22% of the PLWH members in Medicaid. Individuals who identify as Black made up 19% of the Medicaid population but 50% of the PLWH members in Medicaid. Unfortunately, 30% of the Medicaid members have an unknown race which affects the ability to accurately reflect members by race in NYS. Per a MACPAC publication, which compiled an annotated bibliography of studies on disparities in Medicaid, Medicaid beneficiaries who are Black, Hispanic, and American Indian and Alaska Native experience poorer outcomes and more barriers to care than White beneficiaries.
Funding Information
Up to $3,358,335 in State funding is available annually to support programs funded through this RFA. The five-year multi-year amount available for this RFA is $16,791,675.
Who may apply?
All applicants must meet the following minimum eligibility requirements:
- Applicant must be prequalified in the New York State Grants Gateway, if not exempt, on the date applications are due.
- Applicant must submit Attachment 1 – Statement of Assurances signed by the Chief Executive Officer (CEO) or Designee to certify the organization meets all criteria listed on Attachment 1. Attachment 1 must be uploaded to the Pre-Submission uploads section of the Grants Gateway online application.
- Applicant must be a not-for-profit 501(c)(3)
- Applicant must be an existing supportive housing provider or HIV/AIDS service provider who has a minimum of three years of direct experience providing supportive housing to high need Medicaid beneficiaries living with HIV/AIDS outside of New York City who are homeless or at risk, based on HUD guidelines, of becoming homeless; and one or more of the following:
- not engaged in HIV medical care
- a person who actively uses substances
- an individual with active mental health issues.
