The Harold Rogers Prescription Drug Monitoring Program (PDMP) enhances the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical products through a centralized database administered by an authorized agency.
The Harold Rogers PDMP strengthens states’ and territories’ ability to plan, implement, or enhance their PDMPs by accommodating local decision-making based on state laws and preferences, while encouraging the replication of promising practices.
CATEGORY 1: PDMP Implementation, Maintenance, and Enhancement Grants
Goal
The goal of the Harold Rogers PDMP is to support state and local governments in detecting and preventing the diversion and misuse of pharmaceutically controlled substances such as opioids and other prescription drugs.
Objectives
The objectives for projects funded under this category are to:
- Enhance the PDMP system.
- Facilitate and improve the exchange of information and collection of data on prescriptions and other scheduled chemical products among states.
- Provide and develop training for system users.
- Produce and disseminate educational materials.
- Support collaboration among law enforcement, prosecutors, public health officials treatment providers, and drug courts.
- Facilitate electronic information sharing among states in compliance with the Prescription Monitoring Information Exchange (PMIX) National Architecture.
- Improve the quality and accuracy of PDMP data.
- Develop or enhance the capacity to provide unsolicited reports on controlled substance prescribing to authorized individuals or entities.
- Assess the efficiency and effectiveness of the PDMP program or specific PDMP initiatives.
- Utilize emerging technology and reporting methods to improve the collection and sharing of PDMP data both intrastate and interstate.
- Address staffing needs for the state agency and support agencies.
Category 2: Data-driven Response, Multistate Projects, or Advancement of PDMP
Goal
This funding category’s goal is to strengthen PDMP efforts to develop and test innovative strategies, implement evidence-based approaches that demonstrate the impact of expanded use of PDMP data to support decision-making, or implement a multistate effort that can be replicated in other states.
Objectives
- Develop different methods for collecting information.
- Ensure data quality and integrity.
- Produce data reports and analysis.
- Create and enforce access rules that define under what circumstances certain data can be made available.
- Identify the differences in the various PDMP procedures, rules, state regulations, capabilities, and polices to assist with role management and access.
- Identity efforts at local, state, regional, and tribal levels to address substance misuse in this area to analyze problems and develop potential solutions.
- Bring together stakeholders with different perspectives, sets of information, and methodologies to examine the impact of various policies and procedures on patients and the community.
- Implement proven practices on a larger scale.
