The City of Lowell recognizes the importance of public art in improving the quality of life for the residents of Lowell. Public art stimulates a sense of community pride and can become an economic driver for the community. Investing in public art projects will help with the City’s recovery from the COVID-19 pandemic.

Eligibility Criteria
- Public Art Program
- Open to non-profit organizations, for-profit businesses, and individuals. This program aims to stimulate a sense of community pride and improve the quality of life for Lowell residents.
- Cultural Festivals and Events Program
- Open to 501(c)3 organizations, non-profit organizations, and volunteer-led groups. This program is intended to provide a first or next step in recovery, and continue and enhance the successful return of cultural festivals and events in 2023. Priority will be given to festivals and events that can demonstrate a plan for sustainability beyond the end of the program.
