The Vibrant Community Fund (VCF) panel is tasked by the City Council with reviewing community agency program funding requests to the City with providing recommendations to the Charlottesville City Manager and City Council. City staff serve as the grant managers for the Vibrant Community Fund process, including issuing the application, facilitating orientation and trainings, providing technical assistance to applicant agencies, organizing and staffing panel meetings, and preparing a final report. City Council makes the final funding decisions only.
This year applications must meet the following City Council priorities:
Requirements
- Applicants must have a 501c3 or similar designation from the IRS.
- Applicants must be register with the State Corporation Commission and the Va. Department of Agriculture, Division of Consumer Affairs,Charitable Solicitation Section.
- Organizations with a budget of over $500,000 must have a financial audit every year. Organizations with a budget of $500,000 or LESS must have a financial audit or independent financial review every three years.
- Programs seeking New and Emerging funding must have been in operation for less than five years.
