​The grant program provides housing assistance to low- to moderate-income households impacted by COVID-19.

Program Objective

To provide emergency housing assistance to families impacted by COVID-19. This would include assistance for past due rent, mortgage payments, utility (not water or wastewater) payments, and in some cases housing rehabilitation assistance.

Performance Measure

  • National Objective: Limited Clientele—Housing Direct Benefit. This objective requires a project to provide housing assistance to low- and moderate-income households.

Income limits are determined by HUD and based on the county the household resides in.

Project Completion Period

All activities must be completed and the Project Completion Report submitted within 12 months from contract execution.

Eligible Applicants

  • Oregon cities, counties and tribes.
  • Must sub-grant to an organization that can document rental assistance experience.
