The Fund was established to:
- Provide matching grants to local governments (including Soil and Water Conservation Districts) and to private entities owning existing regulated dams to improve dam safety.
- Provide matching grants to any local government for the purpose of assisting the local government with improvements to flood prevention or protection.
Dam Safety, Flood Prevention and Protection Assistance Fund state grants help dam owners and Virginia localities enhance public safety and reduce the risk of dam failures and property damage from flooding. The fund was established to provide grants to public and private dam owners whose dams are under state regulation and to help local governments improve methods for flood prevention and protection.
Grants are offered in three categories:
Category 1
Up to $1 million is available for engineering studies where the dam owner has received a letter of engagement from DCR stating the dam may be of regulatory size, and additional steps are necessary to bring the dam into compliance with regulations.
Studies include:
- Dam Break Inundation Zone Analysis, Mapping and Digitization
- Emergency Plan Development (EAP Emergency Action Plan), and
- Professional Engineer Inspection
At least $4 million is available in categories 2 and 3:
Category 2
Plans, Specifications and Studies where the following conditions apply:
- The dam is a privately owned High Hazard dam regulated by DCR.
- The dam has an approved, active Conditional Operation and Maintenance Certificate on file with DCR at the time of application.
Category 3
Repair, Safety Modifications or Removal where the following conditions apply:
- The dam is a privately owned High Hazard dam regulated by DCR.
- The dam has an approved, active Conditional Operation and Maintenance Certificate on file with DCR at the time of application.
- The dam has approved plans and specifications for any construction project along with the approved alteration permit on file with DCR at the time of application.
- The proposed construction project will bring the dam into full compliance with Dam Safety Regulations and the application for a
- Regular Operation and Maintenance Certificate must accompany the reimbursement request.
- Deferred maintenance is not eligible for funding.
- One application per dam with maximum funding not to exceed $500,000.
