The Certified Local Government (CLG) program is a preservation partnership between local, state, and national governments focused on promoting strong local historic preservation programs. The CLG program is jointly administered by the National Park Service (NPS) and the State Historic Preservation Office (SHPO). Through this program, communities partner with SHPO to plan for, protect, and tell the story of important historic places. In exchange, partner communities gain access to exclusive grant funding and technical assistance from SHPO and NPS to help carry out local historic preservation activities. These are few ways in which CLG Program can benefit the community:
- Strong local Preservation Program.
- Priority support and programming from SHPO.
- Historic Preservation Fund Grant.
- Training and Education.
Eligibility Criteria
- The CLG program is open to any local unit of government (county, township, city, or village) in Michigan that seeks to demonstrate its commitment to preservation and is willing to meet the program requirements outlined in this handbook.
- At a basic level, all communities across the country that wish to participate in the CLG program must agree to meet five simple but structured requirements established by the National Historic Preservation Act (54 U.S.C. § 302503), which provide a foundation for successful local preservation activities:
- Enforce a local ordinance allowing for the designation and protection of historic resources.
- Appoint a historic district commission.
- Maintain a system for the survey and inventory of historic resources.
- Provide for adequate public participation in the local preservation program.
- Satisfactorily perform the responsibilities delegated to it through the CLG program.
