NYSERDA, through the Affordable Solar and Storage Predevelopment and Technical Assistance Program, will provide up to $10,650,000 to address these resource gaps and market barriers to solar and/or storage installations serving LMI households living in affordable housing, and other LMI households not served by conventional singlefamily residential solar installations. This program will provide funding for the development of solar and/or storage projects that offer meaningful benefits to LMI customers and affordable housing providers, and demonstrate viable models for equitable solar and/or storage development.
Target projects participating in the program will lead to:
- The implementation and operation of solar and/or storage installations for affordable housing; or
- The implementation and operation of community solar installations that will offer benefits to LMI households and/or affordable housing
Each approved project will execute a Work Plan that may include any of the following predevelopment and technical assistance activities:
- Organizing a project business model and securing financing;
- Development of cooperative or community ownership models;
- Procuring services from solar and/or storage developers;
- Early stage project planning, project team organization, and site identification;
- Preliminary site assessments;
- LMI customer outreach and enrollment;
- Development of project models that allocate benefits to residents of affordable housing;
- Development of project models that allocate benefits to an environmental justice (EJ) community;
- Predevelopment of solar plus storage or standalone storage projects, including financial analysis; and
- Other technical assistance or services that achieve the target outcomes.
Funding Information
Individual awards will be based on the scope of the proposed project up to $200,000.
Eligibility Criteria
- Applications must be submitted by or include the documented participation of any of the following:
- Owners, providers, or managers of regulated multifamily affordable housing, community land trusts, land banks, or portfolios of single-family affordable housing;
- Local government agencies;
- Community Development Corporations (CDC), Community Development Financial Institutions (CDFI), or other community organizations providing services to LMI households and/or demonstrating an LMI constituency; and
- Prior recipients of predevelopment grants seeking to replicate and expand upon the success from a prior completed predevelopment project.
- Applications may be led by or include the participation of service providers, consultants, and/or solar or storage developers under the following circumstances:
- The affordable housing, community-based entity or local government agency applicant does not possess inhouse capacity to carry out the technical or specialized expertise required by the proposed activities; and
- Solar or storage installers or developers may be co-applicants or partners on the proposed project when providing technical assistance outside of standard business services for development of a solar and/or storage project.
