The City of Santa Cruz receives federal funds each year through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program (CDBG) for funding activities and programs aimed at achieving the following:

Eligibility Criteria
- Primary service must be in a Neighborhood Revitalization Strategy Area (NRSA).
- The organization must reside within that area.
- Must maintain at least 51 percent of its governing body’s membership as:
- Low- and moderate-income residents of its geographic area of operation.
- Owners or senior officers of private establishments and other institutions located in and serving its geographic area of operation.
- Representatives of low- and moderate-income neighborhood organizations located in its geographic area of operation.
