Details:

As Lead Agency for the Santa Barbara County HOME Consortium and PLHA Consortium, Santa Barbara County HCD is responsible for overall funding administration, allocation and reporting of affordable housing development funds to the federal Department of Housing and Urban Development and State of California Housing and Community Development Department, respectively.

In addition to this, County HCD, through Santa Barbara County’s Inclusionary Housing Ordinance, also collects in-lieu fees from private developers who pay these fees to the County in lieu of building affordable units within their housing development proposals. In 2023-34 County HCD has also received an allocation of HOME funds under the American Rescue Plan Act, a portion of which is allocated towards development in this NOFA. The County may allocate one or more of these funding sources to affordable housing projects as they are brought forward and ready-to proceed.

The primary purpose of the HOME program is to provide affordable housing to low-income households.

HOME may be used for a variety of programs, including:

  • Homeowner rehabilitation: HOME funds may be used to assist existing owner-occupants with the repair, rehabilitation or reconstruction of their homes.
  • Homebuyer activities: Finance the acquisition and/or rehabilitation or new construction of homes for homebuyers.
  • Rental housing: Affordable rental housing may be acquired and/or rehabilitated, or constructed.
  • Tenant-based rental assistance (TBRA): Financial assistance for rent, security deposits and, under certain conditions, utility deposits may be provided to tenants. Assistance for utility deposits may only be provided in conjunction with a TBRA security deposit or monthly rental assistance program.
