CNN’s Property Tax Assistance Program is designed to prevent displacement and foreclosure of homeowners when that default is due to an inability to pay property taxes due to a pandemic-related hardship. Funded by the Ohio Housing Finance Agency (OHFA) via U.S. Department of the Treasury, these funds are made available through the American Rescue Plan of 2021.
Funds are currently available through June 30, 2023.

Eligible households can receive a one time payment of up to $10,000.
Who qualifies?
- Residents of the City of Cleveland and Cuyahoga County who are having difficulty making property tax payments due to the economic impact of the pandemic and who meet income eligibility requirements.
- Property must be owner-occupied and your primary residence
- You must demonstrate a valid COVID-19 financial hardship having occurred since January 21, 2020 or since the property transferred (whichever date is most recent)
- You must be at or below 150% AMI, with priority given to households at or below 100% AMI
- You must live in Cuyahoga County
- Your property taxes must not be held in escrow with a mortgage servicer (meaning, your taxes must not be bundled into a mortgage payment)
- The property must be in your name and cannot be in an LLC name
- You may not be the beneficiary of both rental assistance and tax assistance during overlapping program time periods
- This program provides one time assistance; duplicate/multiple applications will not be funded
- You must owe less than $10,000 in property taxes (current and delinquent). If the tax balance exceeds $10,000, you must first pay down the balance exceeding $10,000 or get on a documented payment plan for the balance exceeding $10,000.
