The City has selected Micro Enterprise Services of Oregon (MESO) to administer the program which they did previously in 2020 with the City’s federal grant allocation of CARES Act Funds. They have expertise in working with communities of color, proficiency in financial decision-making, and experience distributing grant funding. This makes MESO an ideal partner now that funding has been dedicated to local business assistance by the Cornelius City Council.
The City has dedicated 5350.000 of federal ARPA Funds for small business pints from the first year’s allocation from Congress. MESO will receive a 7.5% administrative fee from the City’s allocation for their services, which is not to exceed 526,250. Except for this small administrative fee, the remaining 5323.750 will go directly into grants.

- Up to $2,500 – no storefront or employees
- Up to $5,000 – storefront or 1-4 Full Time Employees
- Up to $7,500 – storefront and 5+ Full Time Employees
Eligibility Criteria
- To Qualify Businesses Have Full Program Requirements/Priorities that include:
- Must he located in the City and possess a valid City of Cornelius business license;
- Impacted negatively by the COVID- 19 public health emergency or its negative economic effects
- One of the following qualifying business types: Food service, retail, personal service, professional service, manufacturing, tourism/hospitality, or other business that meets all Program requirements;
- In need of funding to restart or jump-start their business;
- Independently owned (not national chains or national franchises):
- Limited to 25 or fewer employees;
- Not using funds from this Program to cover any expenses already covered by another city, county, state or federal want program (i.e..EIDL. PPP. Washington County business grants).
- Eligible small businesses MUST NOT:
- Be a passive real estate holding contrail) or other entity holding a passive investment in a small business with no operational lies to the business;
- Be an adult-oriented business (meaning businesses that emphasize sexually oriented products or services. for example a strip club or adult book-store.):
- Get a majority of income from gambling activities;
- Have more than $5 million in gross revenue in 2020;
- Be a franchise that is not individually owned (meaning it is a corporately-owned chain).
