The Baltimore Development Corporation, working with a network of local partners called the Baltimore BASE (Business Assistance and Support for Equity) Network, will award up to $8,405,000 in small business grants over multiple grant cycles in 2022 as part of Mayor Brandon Scott’s American Rescue Plan Act Economic Recovery Fund announced in November 2021. The purpose of these grants is to help small, disadvantaged businesses in Baltimore City affected by the COVID-19 pandemic recover, stabilize, and grow.
Funding Information
- Grant funds must be used for specific, verified purposes. There is no minimum request amount. The maximum request amount varies based on most recent annual revenues:
- Annual revenues below $100,000: $10,000 maximum request amount.
- Annual revenues above $100,000: $25,000 maximum request amount.
Eligibility Criteria
A business is eligible for this grant if it meets ALL of the following criteria:
- In good standing with the State of Maryland at the time of the application deadline (if a sole-proprietor or self-employed, other verification of payment of business income taxes). To confirm that your business is in good standing, visit Maryland Business Express and search for your business name.
- Established by January 1, 2021 or a successor business to another business that was established by January 1, 2021.
- Located anywhere within the City of Baltimore with proof of business address.
Other Eligibility Guidelines
- Sole-proprietors and self-employed individuals are eligible to apply as long as they meet the criteria above and can verify business income.
- Business owners without Social Security Numbers can apply as long as they meet the criteria above and have an Individual Taxpayer Identification Number (ITIN).
- Businesses with multiple locations can only receive one grant that can be used at one or more locations, but not individual grants for each location.
Grant Uses
- Grant funds are intended to be used for business development purposes in the following specific areas: (1) e-commerce and technology, (2) marketing, (3) legal, accounting, and human resources, and (4) special initiatives, safety measures, or expenses relating to pandemic recovery, new lines of business, or business strategy pivoting. Businesses must identify and document actual or estimated costs in their applications.
- Grant funds can be used to pay for business and professional services vendors. Grantees can use vendors they already have an established relationship with or identify on their own, or they can select a vendor through a vendor directory provided by the Baltimore BASE Network. Grant funds can also be used to reimburse direct operating expenses.
